when lines are coincident, means they lie on one another. i.e. they are the same line.

This means that the system of linear equations have infinite solutions. In other words they are inconsistent. The condition for inconsistency of two linear equation is

a1/a2 = b1/b2 = c1/c2

this is the required relation.
