India to be a 'Union of States'? Why were some

Answers
Answer:
our constitution declares india is union of states because although it did not use the word Federalism it follows the principles of Federalism
some nation were given special powers because our india is a holding type of federal system in this the power is not shared along the states equally moreover some areas are too small to become as a independent state like union territory nor it would not able to join with any of the existing state so this areas did not exercise the state powers the union Government has some special powers on this areas
