It is true that air is a poor conductor of electricity but when the clouds strike with each other production of electrical ions takes place. The group of ions continues to multiply. Finally, the pressure and force exerted by the electricity break the air wall and reach the earth's surface.

Air has small suspended particles during unpleasant climate which makes it a good conductor. It also follows in pure water which get mixed through dust particles. And this ultimately lead to electric charge reaches the earth.
