Air filled baloon will expand as we evacuate air out of glass jar. This is because pressure outside decreases. When the balloon is under normal atmospheric pressures, it does not change its shape. External and internal pressures are almost in a perfect equilibrium. When the external pressure decreases, the inside pressure increases relatively. So it expands. After sometime, it will burst as the pressure difference becomes less. The air inside will be at a high pressure, outside there will be low pressure, so air from baloon will try to balance the pressure. But the walls of the balloon restrict it from balancing the pressure. So the balloon expands.
