Yes, absolutely the pressure exerted by water is greater than pressure exerted by air.

Because -

The mass of water is greater than air as a result the weight will also be greater with respect to air.

According to the laws pressure

Increase in weight = increase in pressure

I.e

Force (weight/mass) is directly proportional pressure

hence the pressure of water is greater than pressure of air.
