This period of Akbar's life was named "Petticoat government" by Vincent Smith, as his nurse Maham Anaga essentially ran the Empire while Akbar amused himself with sports and elephant fights. In 1560, however, Bairam Khan fell from grace and was murdered; the "Petticoat Government," led by Akbar's foster mother, Maham Anga, exercised veiled authority until Akbar put himself at the head of Delhi's civil and military administration. Maham Anga, the foster-mother of Akbar, was the de-facto Regent of the Mughal Empire from 1560-1562 when she schemed along with her son Adham Khan to advance her own authority, a "petticoat government of its worst kind’ under the harem-party. Akbar revised the syllabus of education, emphasised more on moral education and mathematics, and on secular subjects including agriculture, geometry, logic, history, astronomy, rules of government, etc. The period when he ruled from within the harem and allowed his wet nurse Maham Anaga to make important decisions on his behalf was termed by historians as the time of the "petticoat government". I wish to tell my readers that, the time till 1564, was said to be the, "Petticoat Government Period of Akbar". It was for the period between 1560-1564 A.D. Some historians have described it as the period of "petticoat government," because, according to them, Akbar remained under the influence of the ladies of the harem during this period.

In the early days of Akbar'r rule, he was under the storng influence of hos foster mother, who is alleged to have reduced Akbar to merely a puppet ruler subsequent to the death of Bairam Khan. Therefore, this phase of Mughal rule was referred to as "The Petticoat Government"
