The best possible way for it to be electrically neutral is to donate the 3 electrons in the outermost shell, making Al3+ having electronic configuration of 2,8 which is the same as the nearest noble gas, that is of Neon.
Be+ is not possible because the electronic configuration of Be is 2,2. If it looses 1 electron it still wont be stable. Hence this configuration is not possible.
