In Aliphatic amines the amine group -NH2 is attached to an alkyl group which is an electron donating group. ie., They have a +I effect. So they increase the availability of a pair of electron on the Nitrogen Atom and hence Aliphatic amines will be more basic than Ammonia and aromatic amines.
In aromatic amines the -NH2 Group is attached to PHENYL Group (-C6H5 ) is which is electron attracting. So the availability of the lone pair of electron on the Nitrogen atom will be less and hence will be less basic than Aliphatic amines.

in aliphatic amines or alkylamines are electron releasing but aryl group in aromatic amines or alrylamine is electron withdrawing. Moreover, the lone pair of electrons on N in aromatic amine is delocalised due to resonance with benzene ring.
