Alkali (a category of bases) dissolve in water but what about other bases? Without them dissolving in water, how can you know that they are basic? ​

Other bases didn't dissolve in water because they are insoluble in water wheares Alikali is a base which is soluble in water. They change the colour of litmus from red to blue. So, they are basic.
