we know there is a great difference between fuels and combustible substance .
That is a combustible substance is a substance which react with oxygen to burn but a fuel is such a substance which react with oxygen continously to produce an adequate amount of heat.
Therefore both the combustible substance and the fuel react with the oxygen. But the point is that combustible substance only burns while fuel act as a source of energy.
We can say that all fuels are combustible substance as they react with oxygen but we cannot say all the combustible substances are fuel because they maynot be ideal like fuel and maynot produce heat.
For example, Wax is a combustible substance but not fuel whereas wood or LPG are fuel and combustible substance.
