The only nations that are democracies are either a democratic republic or a constitutional monarchy. A democracy is required by the theory of democracy to have a constitution that all citizens can keep a copy of for their information.

There are some governments that are not democracies but they have a constitution. Those governments are plutocratic republics and autocratic republics and have various degrees of authoritarian systems.
