Yes this statement is true because of the following reason:-

- In a democracy a large no of people have to be consulted before any decision.

- This takes up a lot of time and an important decision might be delayed because of this.

- But this consultation of a large no of people provides an advantage that any rash or harmful decision cannot be taken.

- When a large no of people put their hands into one thing they are able to find out the mistakes and are able to correct it.

- Though this process takes up a lot of time but choosing time over a rash decision provides an advantage.

Democracy is a type of governance where everyone is included in the process of decision making

Making decision is

-Time consuming

-Involves a lot of channels hence complicated

-Everyone decision and point of view has to be weighed out

-Expensive

All the above bulleted points shows how democracy becomes slow in formulation and implementation of government processes
