No it cannot be because everyone can have there own different opinion.Like for example there are 5 questions in an exercise and there are 2 students.Then the first one will be easy on the questions 1 3 and 5 as easy,and the second one would be easy on the questions 2 and 4. Therefore there are infinite possibilities of these kind of questions and they are not considered as a SET .
