Some MLAs become ministers when their party wins more than half the number of constituencies in a state and thus is in majority. The party which is in majority then makes a cabinet whose members are called ministers.

Some MLAs become Ministers when their political party becomes the ruling party and when they get elected to be a minister from their party. Only few MLAs from a political party can become ministers.

First, they get elected as MLAs. Then, when their party wins, the party members vote among themselves to elect a very few MLAs among the party who then becomes a minister
