Seedless vascular plants include ferns, whisk ferns, club mosses, and horsetails. The plants do not produce seeds so, like bryophytes, they are dispersed (spread) by windblown spores. They are vascular plants and therefore have true roots, stems, and leaves.F

They do not have flowers or seeds; instead they have sporangia and spores. Some ferns such as the Royal Fern (Osmunda regalis) bear reproductive structures which look vaguely like flowers, but they are not. So the statement is false.
