All the aquatic plants cannot use water for pollination - do you agree with this

statement? Why?

Yes I agree with it. This is done as flowers of a waterborne plant may release pollen grains from is anther in water. This pollen grains are carried to the stigma of the flower of another planet of the same kind by water currents causing pollination. The plant such as hydrilla get pollinated through water.

Since all aquatics are not able to do so. Hence, all aquatic plants can't use water for pollination.

In water lily and lotus, the flowers are present above the surface of the water which is pollinated by the insects and the wind.
