All the ores are mineral but all the minerals are not ore. Why?

It will be justify only on the basis of economic of the material that is extracted. Minerals are natural substance that have some physical and chemical properties that may be economical feasible. If minerals have some economic value than only it is said to be an Ore. For example ore of gold i.e. quartzite suppose it have very very less ppm of gold is present that is not economical to mine out then it will be considered as mineral not ore, if there is high ppm of gold is present so that I can make money from it then it will be considered as an Ore. And all natural substance in earth that have some physical and chemical properties that can make my mine economical or profitable will be considered as ore…. But if some ore suppose limestone, unfortunately market price of limestone ore goes down so that it will not economical to mine out then at that time my limestone ore will become Mineral.

Minerals are a naturally occurring substances that are extracted from earth but ores are the naturally occurring substances that are extracted from earth , profitably and economically.
Thus it is apt to say that all ores are minerals , means all profitably extracted naturally occurring substances are minerals only,,, but all minerals are not ores ,which means that all naturally occurring substances are not extracted profitably....
