The statement is absolutely correct. No one cares or preserves the rain water. Rain water is very healthy and good, free from arsenic and contamination. But very few just care about it. due to rain water, irrigation may be possible. Water wouldn't have to be gotten by digging the soil using tube wells, wells and shallow machines. As most people are careless, they don't know the techniques of preserving and utilizing the rain water and technologies for it aren't  much useful or not so good, utilization becomes impossible. So in my opinion it is true and awareness should be created
