The phrase "all we have to fear is fear itself" boldens the power of fear. When you think about fear, you may picture spiders or clowns (or the color pink, in my case) or a big fear of yours. It doesn't matter what it is, it's a fear. When you fear a fear, you become uneccessarily scared of a certain thing. Fearing the idea of a fear (also called Phobiaphobia) may be the most acceptable one, which is what the phrase MAY be trying to say. If we fear 'fear,' then you'll stay away from it. It's almost paradoxic in a way.

Hey !!
Roosevelt said '' All we have to fear is fear itself'' because terrors and fears are psychological. The fear of death is what makes us die every moment. In death there is peace, but terror is only in the fear of death. Once we try to overcome this fear with courage and determination than we have conquered all fears.
