Everybody knows the rules to writing a password: you have to use upper and lowercase letters, a number or two, and preferably a symbol, if you want to be really secure.

The rules for writing a password such that including upper case and lower case and symbols etc evolved out of general understanding. Noone actually gave this rule. And this is not a rule its just a general instructions for user to set a high standard password and secure their account
