although electron gain enthalpy of flourine is less negative as compared to chlorine how flourine is a stronger oxidising agent than chlorine

Fluorine is more electronegative due to its small size than chlorine and so it can attract shared pair of electrons easily and strongly. So it is a more stronger oxidising agent than chlorine.
