Now, when it comes to cost to individuals:
Every individual has their own life's value and also loves their own life, so if it costs high the individual will be ready to pay for it.
When the company's costs come they will also be ready to pay for it because for them their human resource life matters for its production and profit-making motive.
And costs to government are obvious because the government is for the people, by the people, of the people. After all, the government is liable for any sort of risks to its citizens.
