Elements like Titanium and Aluminium and hence the compounds they form specifically AlCl3 and TiCl3 display covalent character due to the degree of electronegativity. AlF3 is ionic due to the metal and non metal combination. Well AlCl3 also has the same combination but the difference in electronegativity between Al and Cl is very minute causing Al to assume a covalent character. F is the most electronegative element and hence the difference in electronegativity between Al and F is larger allowing them to be distinguished as metal and non metal respectively.

Electronegativity is the tendency of an atom to attract a bonding pair of electrons to itself.
