Amines are more basic than alcohols because amines are less electronegative and thus hold a positive charge better. Ammonium (NH4+) has a pka of around 9 while hydronium(H3O+) has a pKa of around -1. This shows that the amines are more basic because they produce a more stable conjugate acid. If you are unfamiliar with pKas: the lower the pKa, the more acidic a molecule is.
