Explanation:

We can see by their formulas and by their Degree of Unsaturation(DU)

( DU = No. Of Pi-bonds + number of rings )

But-1,2-Diene = C4H6   DU = 2

Cyclobutene = C4H6     DU = 2

DU being Equal tells us that the compounds can be isomers.

Now we can compare as both the compounds have different functional groups but the same formula they will be functional isomers. In this specific case we ignore chain and position isomerism.
