As the resistance are connected in series,

v = ir1 + ir2 \\ 18 = 2 \times 3 + 2 \times y \\ 18 = 6 + 2y \\ 12 = 2y \\ y = 6 \: ohm

P.d. across X = 2*3 = 6 V

P.d. across Y = 2*6 = 12 V
