fundamental frequency in open organ pipe is given by \eta=\frac{v}{4l}
where v is the speed of sound and l is the length of organ pipe ( air column)

generally, v = 340 m/s
\eta=83Hz [given]

so, 83 = 340/4l

or, l = 340/(83 × 4) = 1.024 m

hence, length of air column is 1.024m
