Then the government found that the main cause of this disease was the garbage problem in surat. Garbage generation is one of the most critical problems in metropolitan cities. All Indian cities produce more than 50,000 tons of garbage monthly. For example Mumbai produces 4,400 tons garbage and Kolkata produces 4,000 tons garbage daily. Garbage is a household waste material like fruit, food, vegetables, plastic, polythin, glassware etc.which we use in our household purposes and after using thrown it away to the dustbin. Some garbage like fruit, leaves, waste paper are biodegradable and non-toxic but some garbage like glassware, plastic, polythin are non-biodegradable and toxic by nature which means after degradation they are produces toxic element and Both are the garbage forms are harmful to the human being. Garbage creates so many health problems and an environmental problem which is directly or indirectly affect to the people. Garbage causing air pollution which is injurious to human health because it helps to generates bacteria, mosquitoes, flies etc and these are the basic diseases causing agent which help to spread the diseases like dengu, malaria, diarrhea, cholera, typhoid etc. Water pollution is also occurred because of garbage in the city. Some cities which are having ponds, lakes, or river also affected by it. In this case, people pour the garbage in to the water bodies and causing water pollution. So many living creatures died because of garbage which is throw in to the water bodies. For example,Yamuna river at Delhi. Few years ago, Yamuna was called as lifeline of the Delhi city but today Yamuna river declared a dead river of the Delhi by the environmental office because of garbage problem. Every city has a proper garbage disposal system which is also called solid waste management, is manage by our local bodies like Municipal Corporation etc. Under the article 243W with the twelth schedule of the constitution indicate the responsibility of solid waste management on the municipality. Solid waste management is a mandatory function of the municipality. Government issued the municipal solid waste (management and handling) rules, 2000 to ensure the responsibility of Municipal Corporation towards people. These rules provide the basic outline of the solid waste management such as collection, segregation, storage, transportation, processing, and disposal of garbage to the municipal corporation. According to the system, every morning the garbage collector comes and takes all your garbage from your home and neighborhood to his trolley and dumps it inside his truck then truck throw away the garbage in to the unused land which is very far from city and such a land is called a landfill. So we can say that landfill is a dustbin of the city where all garbage trucks throw the garbage in this piece of land at the end of the day. Any law only becomes successful when they implement correctly. If the garbage collector doesn’t come for 3-4 days, the garbage stored too much in the houses. After that the maid throws all the garbage in to the neighborhood or any empty places. Seeing one household, all others household immediately follow this activity and excessive amount of garbage collected day by day. Most of the garbage collectors are ill-equipped and they are not having proper machine and tools and works very inefficiently and Solid waste management system becomes fail. Most of the municipal corporation only throws the garbage in to the landfill but they are not disposed garbage by various methods like degradation, composting, recycling etc. which is mentioned in the act. Once a landfill is completely full, a new landfill is discovered in a different part of the city by Municipal Corporation and creates a new dustbin and soil pollution for the city. These are the some roadblocks in the implementation of the system. If people don’t do any work on it, they will face so many problems in the future. .Municipality should dispose all the garbage by scientific method like vermicomposting, composting, recycling etc. and separate all the degradable garbage from the non- degradable garbage so that biodegradable garbage easily disposed off. For the non- biodegradable garbage, they have to be stored in tightly sealed underground containers. It is also every individual household's responsibility to segregate waste at home.

People also have some responsibility towards the city to keep clean. People play a very important role in the garbage disposal system of the city. They should aware for the rules and regulation of the act. Citizens have to take an interest in solving the problem of solid waste.
