There is a mistake in this question. You are asking about selling price of the article. Please remember that 10 % is included in the price of the article and Rs. 18700 is the selling price of the article. 

I think, you are asking about price of the article excluding VAT.

Price of the article including VAT = Rs. 18700

VAT = 10 %

Let the price of the article before VAT be Rs. x

⇒ x + (x*10)/100 = 18700

⇒ x + x/10 = 18700

⇒ Taking LCM and then solving it.

⇒ (10x + x)/10 = 18700

⇒ 11x = 18700*10

⇒ x = 187000/11

⇒ x = 17000

So, the price of the article before VAT is Rs. 17000
