the radius of the circular path in which the athlete runs = 280/2 = 140 m

distance covered in one round of the path = circumference
   = 2π R = 22 /7 * 2 * 140 m = 880 m

in 10 rounds the distance covered = 880 * 10 m = 8800 m = 8.800 km
