Atoms are not charged, at least, not if you consider them as a whole. When they become charged, by gaining or losing electrons, they are no longer atoms, they are ions. Atoms have an equal number of electrons and protons, to balance out the charge to zero. Depending on which element, the atom will still try and either gain, lose, or keep its electrons to fill its valance shell to either 2 or 8. This is how bonds are formed.
