P1 = 40 W

V1 = 200 V

V2= 100 v

we know that,

 \frac{p1}{p2}  = \frac{ {(v1)}^{2} }{ {(v2)}^{2} }  \\  \frac{40}{p2}  =  \frac{ {200}^{2} }{ {100}^{2} }  \\ p2 =  \frac{40}{4}  = 10

Hence, power will be 10 W when voltage is 100V
