An electrical fuse is rated as two ampere means that the fuse has a capacity to hold of resist up to 2A current

In simple terms if a wire holds a current value of 2A then the fuse can hold it and will not melt where as if the current in the wire is more than 2A then the fuse will melt instantly and break the circuit

An electric fuse is rated 2A means that the maximum current that the fuse can handle is 2A and it can't hold more current than it
