1- A transverse electric field and a longitudinal magnetic field
2-A longitudinal electric field and a longitudinal magnetic field in phase with each other

the answer is  (3)   the electric and magnetic fields are perpendicular to the direction of propagation of the wave... so they are transverse fields...

the two fields are also perpendicular to each other all the time.
