it means that if there is a set like A:-{1,2}than (1) , (2) , (1,2) , ()are their subsets but 1 , 2 ,phi , are elements.

It would not be wrong to state that an element of a set can never be a subset of itself.
Things can surely get different when we keep a proper set in context. If anything other than this is the case, this statement holds its ground.
