Mass no A = 32= no. of neutrons + no. of protons. but as atomic no. is 16 thus no. of protons is 16 so no. of neutrons is 32-16=16.

no of electron in outermost shell:
distribution of electrons is 2,8,8,18,so on here as x is 16 so no of electron in 1st shell is 2 2nd shell is 8 and outermost shell is 6

electronic configuration is 1s2 2s2 2p6 3s2 3p4
