No it is false. The quality of education is directly proportional to the cost. A talented poor can only join a good institute when he gets on top through the entrance exams, which is not the only way of deciding the abilities(which usually would not happen to poor students because they are not educated in good schools). People who get top tier ranks in entrance are rigorously trained under exclusive tutors n mentors. Graduate programs have enough time of 3/4 years where the brilliant n enthusiastic poor students may blossom out as a tremendous treasure. Constraints are many to poor students as they lack -
1. Financially ill
2. Supportive educated family members
3. Good mentor
4. Far from technology ( As they are opened to Internet usage )
5. Lack of inspiration
Whenever they are on the verge of achieving something all these factors play a major role.
