yes an ideal voltmeter has infinite resistance as may be because it measures the work done
by the charge between two points

so it requires that most of the charge should flow between those two points.

Rather than the charge coming into it...

Hence an ideal voltmeter is the one which has infinite resistance which measures the correct voltage between two points...
