An object experiences a net zero external unbalanced force. Is it possible for the object to be travelling with a non-zero velocity? If yes, state the conditions that must be placed on the magnitude and direction of the velocity. If no, provide a reason.

YES ......

THE OBJECT SHOULD BE PERPENDICULAR TO THE OBJECT ON WHICH THE FORCE IS BEING APPLIED....☺

Every time a net zero external unbalanced force is applied on any body, then it becomes possible for the object to be travelling with a nonzero velocity.

Thus when an object enters into motion and there exists a condition where its motion is unopposed by any external force then this object will continue to remain in motion.
