We know that dust and the carpet are in rest before we hit them, so they will have \textbf{inertia of rest. }

And only because of this inertia of rest, light particles of dust will tend to leave its position when carpet get beaten with stick.

Answer:

When a carpet is beaten with a stick, it starts moving from its place and thereby comes in motion. However, the dust particles present in the carpet are still stuck to it and maintains its state of rest. This is due to the inertia of rest.

Hence, as the carpet moves but the dust particles remain in a state of rest, dust comes out of the carpet on hitting it.
