Yes, this is possible. For example, if you and I am travelling in a vehicle, I will be at rest for you and you will be at rest for me. Here, the reference point is taken inside the vehicle. However, if the reference point is taken out of the vehicle,such as a tree, then, both of us are at motion for the people who are standing outside the vehicle.
