it is non uniform motion because first the time to travel 16m distance is 4s and later it reaches to 3s.

The given motion is in non uniform. This is because if we compare the two the first motion done at 4minutes.

While in second motion the same distance crossed at 3 minutes.

So there must be increased in velocity between these two motions.
