let the height above the persons height be h so total height of the tower =

h + 1.6 m 
from the question we can see tan 30 = h/203 ⇒ h = 203√3 = 351.596 m 

so total height of the tower is 351.596  + 1.6 m = 353.196 m  ANSWER
