If a person starts perspiring in a cold environment, the reason behind his sweating is that our hypothalamus detects the drop in the blood temperature and produces responses. Our body starts secreting adrenaline hormone which increases the metabolic rate and inturn increases the heat production.

Answer:
A normal person perspires or sweats only when he/she is in anxiety, or suffering from hypertension, cardiac arrest. Adrenaline hormone responds when the person is in stress or anxiety condition so that the blood rises. To vent out the increased temperature in the body the skin start perspire.
