I am confused as my economics teacher says that it is talking about how the building of an railway station would effect the area as a whole
e.g
Free transportation
More job opportunities as the airport would need to hire workers
Opportunity cost of building a factory

Whereas the rest my year (including me) and everyone i have asked so far has said that it is about the decision of how to use an area of land nearby
e.g
More services would be built around that area as it is likely to have more people going to and fro
