a. Absenteeism of teachers: Teachers may not always be present in schools, particularly those in remote locations. Even if present, they may not teach with due diligence.
b. Lack of monitoring: Absenteeism of teachers is due to the lack of monitoring by the officials of the government education departments.
c. Corruption: Such lack of monitoring is due to corruption among government officials. Teachers may bribe officials and headmasters of schools to not punish them for absenteeism
