The poet says no in the beginning of the stanza because just a small cut or chop will not harm the country. For killing a tree, firstly, the roots have to be puller out from its anchoring earth, that is its mother whom the tree holds securely. It has to be pulled out entirely or tied up and then chopped into pieces.
