This saying is usually said when alighting a jeepney in the Philippines. For the driver to stop at your destination, when you get there, you have to yell "PARA!" so that the driver knows you need to get off. However, some passengers would knock on the ceiling of the jeepney or does what we call a "sutsot". It's a sound, sort of in the middle of a hiss and a whistle (without the sound), kinda like "ssssst", which is sometimes what people use to call dogs. This is considered rude in a way to the driver. So the driver may say this because he is just trying to say that his attention should not be called as if he is a dog.
