it's beacause anhydrous hcl doesn't contains hydronium ions but aqueous hcl contains hydronium ions so aqueous hcl is excellent conductor of electricity.

Anhydrous HCl does not contain any ions.Flow of ions is necessary for conduction and so when no ions are present no conduction takes place.

In case of Aqueous HCl hydronium ions are present which makes conduction possible.
