When the British started consolidating their rule in India they felt the need of cheap clerks and officers in to help them govern such a large country. The seniors officers in the Indian Civil services were mostly British and Indian officers were their subordinates. English was the language of communication and all administrative work was done in English. That was the reason why British started teaching English in India so as to raise an army of lowly paid staff to administer India.
